Lord Ripon was the first Viceroy -LRB- 1880-84 -RRB- who introduced the principle of representative government at the Municipal Board and District Board level and thus provided Indians with an opportunity of learning the rudiments of the technique of modern democracy . लार्डरिपन पहला वाइसराय था ( 1880-84 ) जिसने म्युनिसिपल बोर्ड , डिस्ट्रिक़्ट बोर्ड में प्रतिनिधि शासन का सिद्धांत लागू किया और इस तरह भारतीयो का आधूनिक प्रजातंत्र के तकनीक के मूल तत्वों को सीखने का अवसर प्रदान किया .
